Death Warrant for Warren Hill, Mentally Ill on GA Death Row

Warren Hill was originally sentenced to life imprisonment for shooting his girlfriend, Myra Wright, in 1986. He was subsequently sentenced to death for killing his cellmate, Joseph Handspike.

Georgia is preparing to EXECUTE the mentally ill man who "somehow" got a board of wood with long nails driven through it and beat his cellmate to death while he slept. Did the prison know how dangerous Hill was? Absolutely. He was already imprisoned for murder. And how on earth did Hill get a board and nails to make a Midieval club like the one pictured below? Hill's murder by the State on January 27, 2015, and his victim's murder, will be included in our "AIMI vs. USA" legal action before the International Court in 2015. 

If inmates can be endangered and killed by locking them in cells with murderous mentally ill people, which has happened in Georgia correctional facilities more than once, then every prisoner is at risk. Correctional officers and prison administrators who apply this lack of care are intended to escape accountability by executing the mentally ill inmates who kill their cellmates. The inmates who kill will bare the blame, not the prison which should be a "controlled environment." 

"AIMI vs. USA" will take the USA before the International Court for dereliction of its duty to protect the rights of institutionalized persons, such as Hill and his victim, Handspike. Hill should have had no opportunity to ascertain a board and nails, and his victim should not have been in the cell with a homicidal mentally ill man like Hill.

The U.S. Justice Department totally ignores its responsibility to uphold that Act; an "act" is all it is (see the links to information about CRIPA below).

As Rev. Dr. Martin Luther King said over 50 years ago, "All we say to America is, 'Be true to what you said on paper.'" That is still a huge problem, and no group of people anywhere on planet earth is as oppressed as Americans with mental disabilities in custody. They are regularly tortured and killed without any accountability being demanded. Some are tortured for sport and killed in grotesque Medieval ways, including death by scalding, death by roasting, death by hanging, and forcing mentally ill inmates to entertain correctional officers by engaging in gladiator fights (to the finish, in some cases). 

It is likely that Hill's mental illness was untreated before he killed Myra Wright, his first victim. Neglect likely caused both murders.

It would be illegal to keep a dog in a tight space 23 hours a day and gas or Taser him for barking. It would be illegal to put a dog in deadly restraint for control. Rodney Reed, Innocent Death Row Inmate in TX

Georgetown, Texas – Rodney Reed is sitting on death row in Texas for a 1996 murder that he probably did not commit, and if nothing is done to stop the execution, he be killed on March 5, 2015.

FreeThoughtProject reports that even the family of the victim is now coming forward in Reed's defense, saying instead that Stacey Stites' fiance, a former cop, was likely responsible for the murder. The 19-year-old victim was engaged to Officer Jimmy Fennell when she was murdered in 1996. During that time, Fennell was under various disciplinary investigations at the department, because he was stalking and harassing women while on the job. Over the years, mountains of evidence surfaced implicating Fennell as the person who killed Stacy. Fennell is presently in prison, having been convicted of rape in 2007.

Stacy Stites and her survivors deserve to have the right person prosecuted and sentenced, not a convenient black man who might be innocent.

Racism lives in the USA's corrupt justice system. The Fifth Circuit Court of Appeals hears cases out of Texas. That court was made famous by Judge Edith Jones, who was subjected to a judicial review after numerous groups filed an ethics complaint for her reportedly racist comments. Jones reportedly believes that denying condemned people a stay of execution forces them to repent and "save their souls." 

RH Reality Check reports: Some of those comments included claims that certain “racial groups like African-Americans and Hispanics are predisposed to crime” and are “prone to commit acts of violence” including more violent and “heinous” crimes and that Mexicans would prefer to be on death row in the United States than serving prison terms in their native country, according to the complaint [filed by numerous human and civil rights groups]. Jones allegedly accused defendants who raise claims of “mental retardation” of abusing the system. Jones called claims that the death penalty is racist or arbitrary a “red herring.”

ACLU vs. PA over DP Drugs

ACLU sues Pennsylvania for information about lethal injection cocktail

The Pennsylvania chapter of the ACLU, The Guardian, the Philadelphia Inquirer, the Pittsburgh Post-Gazette, and the Philadelphia City Papers are asking state courts to unseal documents that would reveal how, and from whom, the state obtained the drugs it plans to use to execute Hubert Michael, Jr. on September 22.

Hubert L. Michael Jr. pled guilty in October 1994 to kidnapping and first-degree murder for the death of 16-year-old Trista Eng. On July 12, 1993, Eng was walking along Route 15 from her home to her summer job at a restaurant in Dillsburg, York County. Michael stopped and offered the girl a ride to work, which she accepted. Michael drove to state game lands in Warrington Township, York County, where he shot Eng three times with a handgun and then hid her body in the woods.

Michael's execution will not restore Eng's life. Neither is execution necessary to save society from the murderer. Life without parole would accomplish that. Therefore, Michael's execution could only be a revenge killing. If the capital punishment is carried out, then Michael may be subjected to a lengthy, torturous execution using mystery drugs like other condemned people were this year. A state's refusal to release information about execution drugs should necessitate an automatic moratorium.

The last execution in Pennsylvania occurred in July 1999, when Philadelphia torture killer Gary Heidnik was put to death after surrendering his appeals. DP with Mystery Drugs Resumes

Dear Friends,

It happened again. Last night, the state of Missouri put to death Earl Ringo, Jr., despite concerns about the role that race played in determining his death sentence and despite an outpouring of pleas to Missouri Governor Jay Nixon from people of faith, civil rights leaders and activists to halt the execution. This execution, like so many others, took place under a cloud of secrecy with Department of Corrections officials dissembling about when and whether they were using or would use Midazolam, the drug that has been at the center of controversy in the recent spate of botched and horrific executions.

I learned for the first time last Wednesday that DOC officials in Missouri administer Midazolam to prisoners before the execution actually “begins.” They claim that this procedure is consistent with the practice of offering the condemned prisoner a sedative to calm nerves before the execution.

But lawyers for Earl Ringo point out that Midazolam is not the drug normally prescribed as a sedative for nerves and the amount administered prior to the start of an execution is far more than the dosage that would be consistent with a simple ‘calming effect.’

It’s sophistry at best and government at its worst.

We are disappointed that Governor Nixon did not take full responsibility for ensuring that the death penalty system in Missouri operates in a manner that is free of racial bias and discrimination, and that Earl Ringo’s death sentence in particular was not the product of racial bias.

But here is what we are proud of: We are proud of and grateful for the legal team that was courageous, resourceful and compassionate in their efforts to save Mr. Ringo’s life.

We are proud of Missourians for Alternatives to the Death Penalty and our allies in the NAACP, ACLU of Missouri, the Catholic Conference and others, and hundreds of volunteers who wrote letters, called, worked and prayed, and organized vigils to make their concerns known to Governor Nixon.

We are proud of the national coalition of organizations and leaders that came together to send a joint statement to Governor Nixon urging him to be reasonable and not go forward with this execution, given so many unanswered questions concerning the racial bias in his case.

We joined with the NAACP, the National Action Network, the Lawyers Committee for Civil Rights Under Law, Bend the Arc: A Jewish Partnership for Justice, The Charles Hamilton Houston Institute for Racial Justice, Hip Hop Caucus, Dr. Virgil Wood, and Reverend McBride, Director of Urban Strategies, Live Free Campaign, PICO National Network.

Unfortunately, Governor Nixon did not heed our request. We do believe in accountability.

Please contact Governor Nixon to express your deep disappointment with his failure to stop Earl Ringo’s execution. Ask him to halt all executions from now on.

Executions Down, Police Violence Up

1. Anti-death penalty advocates were elated to learn that capital punishment has been eliminated or placed on hold in 36 states in the USA partly because of torturous executions in 2014 using mystery drugs. Furthermore, NPR reported on July 16, "A federal judge has ruled that California's use of the death penalty is dysfunctional and violates the constitutional prohibition against cruel and unusual punishment. U.S. District Judge Cormac Carney's ruling came in response to an appeal by Ernest Dewayne Jones, who was sentenced to death in Los Angeles in 1995 for the rape and killing of his girlfriend's mother three years earlier."

2.  While executions have decreased, police killings have increased to the point that no reduction in democide actually happened. Within one month, from mid-July until mid-August, the police body count is four killings for California and one each for Utah, Missouri, Ohio, and New York. Another beer summit might be in order to withdraw military equipment from non-military government agencies, including police departments (Ref. #1, at paragraph 10).

3.  The world is increasingly alarmed at how little freedom and justice people in America actually have. Even journalists were arrested in Ferguson, Ohio during protests over Michael Brown's shooting death by Officer Darren Wilson. Some journalists were told to turn off their cameras then attacked with rubber bullets and tear gas when they refused to comply with police orders that violated their freedom of press rights. There have been injuries among Ferguson's protesters - one that was critical - but no more deaths at the time of this writing (Ref. #2, at paragraph 10). This is #ourGaza 

4.  California police fatally shot two mentally challenged people in August, including  a 19-year-old woman in crisis and Ezell Ford, 25, an unarmed black man who witnesses say committed no crime and was completely compliant with police. California police also beat a Latino young man named Omar Abrego to death. Utah police fatally shot a 20-year-old unarmed Caucasian, Dillon Taylor. See their stories at the four(4) links below.

     iv.  THE EIGHTH UNARMED POLICE VICTIM WITHIN ONE MONTH - Salt Lake City police fatally shot Dillon Taylor, 20, on Aug. 13. The victim was unarmed when police confronted him, his brother says. Court documents show a $25,000 arrest warrant had been issued Aug. 7 for Taylor, alleging that he had violated his probation on earlier felony robbery and obstructing justice charges.

5.  *Note: The body count below does not include inmates killed behind bars. Inmates' deaths are often subject to government cover-ups, like the secret arrest and murder of mentally, physically disabled Larry Neal in Memphis Shelby County Jail in 2003, while the jail was operating under federal oversight. 6.  Many people wonder what the point of agreement was at the WH Beer Summit of 2009. The outcome did not bode well for African Americans and other minorities or disabled people of any race or age. Little information has been released at this writing about the teenager police killed in San Jose, but five of the men in the body count were unarmed blacks, one was Latino, and one was Caucasian. 7.  The USA is a member state of the United Nations and has signed certain treaties to uphold human rights within this nation. Assistance to the Incarcerated Mentally Ill (AIMI) plans to bundle 100 cases evidencing overuse of force against mentally ill people during arrests, within correctional facilities, or by hospital personnel for presentation to the World Court.  Evidence presented is expected to include long-term solitary confinement torture, brutality by law enforcement, corrections officers, other inmates or inpatients, wrongful deaths, and medical neglect. 8.  To have your case considered for inclusion in the 100 that will be presented to the U.N., please use the contact information below. AIMI plans to request restitution for victims or their successors as well as sanctions against the USA regarding its disregard for human rights of persons with mental illness. The 100 Complainants may also include victims of aggression by untreated mentally ill people or the victims' successors. 

9.  The USA's disregard for mentally ill persons is evidenced by the fact that 1.25 million mentally dysfunctional people are imprisoned (over half of the nation's inmates). They comprise over 60 percent of prisoners in long-term solitary confinement torture, some for decades. More than 50 percent of the nation's victims of police violence are mentally ill, although no exact numbers are kept (which also evidences disregard). Additionally, tens of thousands of mentally handicapped people are homeless and/or denied psychiatric treatment unless and until they prove, usually through crimes, that they are immediately dangerous to self and others. This is likely done to preserve untreated mentally challenged Americans for use as private prison commodities, including some veterans. 

10.  Condolences to families and friends of all eight victims named in this article. Thanks to justice officials, law enforcement administrators and officers who attempt to bring justice and restore peace to affected communities without further violations against citizens' constitutional and human rights.

However, police killings have increased to the point that no reduction in democide actually happened. Within one month, from mid-July until mid-August, the police body count is four killings for California and one each for Utah, Missouri, Ohio, and New York. Another beer summit might be in order to withdraw military equipment from non-military government agencies, including police departments (Ref. #1, at paragraph 10).
